Why can't i load the skin type .hskin ?

Probably because of the new requirements for a skin?
Cause sometimes when I load a skin it appears as "ILLEGAL ARGUMENT HEAD BOX POINT IS OUT OF RANGE"

I think this problem is that the heads are out of the box and this is not enabled in all Getamped.

Some skins aren't converted and still use some kind of hair that is not allowed in some getampeds.
